The Blue Cross and Blue Shield Texas originated from the nonprofit plan which Dr Justin F Kimball developed, which was America's first health care pre-payment plan. Since 1936, when Blue Cross and Blue Shield Texas was established and licensed, they have become a division of the Health Care Service Corporation. The HCSC has headquarters in Chicago and also operates Blue Cross Blue Shield of Oklahoma, New Mexico, and Illinois. There are local offices for the Blue Cross Blue Shield of Texas all across the state, which work out provider arrangements, recruit, and manage the overall network. The local offices also deal with service, health insurance sales, and networking management, which are supported by the other functions, such as training, economies of scale, and consistency.
